I'd say 13 is a perfectly acceptable age to start learning, especially since you'll be out in the Zones anyway unless you feel like heading to an orphanage in Battery City. And trust me, you don't want to end up in one of those.

Hmm? who trained me *I laugh a little at the confusion on their faces* well the school of course. Its one of the required modules now. they pick the best ones or the 'talented' ones and they get scholarships in Battery city to be trained for the scarecrow unit as dracs... thought EVERYONE knew that!
